The decision to “cut out” the House was made by the Framers in Philadelphia The Senate used to be the representative chamber for the sovereign states. Senators used to represent their States, not the people of those states. Senate ratification of treaties was part of the shared sovereignty of the federal and state governments. The States had a say in whether their sovereignty was impinged. The Senate is now the "upper chamber of the House of Representatives".
