The overriding principle should be that the late entrant's basis be the closing price on the day the portfolio was submitted, or the next day if submitted after market close.
I can't see a way to game that - if a component of the portfolio goes from 10 to 20 intraday, 20 is the price that will be reflected as the basis for that stock.
