NYC, SF, and LA would be high cost anyway, but such taxes and regulations increase costs for the whole state.

At the margin. Big cities are more expensive to run... things like public transportation, increased crime, more elaborate sewer systems, almost everything. And real estate costs also drive up prices for everything including wages; my guess much more than a marginal tax difference compared with other areas.
