Good point. I would obviously debunk as false the common notion you seem to hold, that pot smokers act and speak like they are burned out on downers or alcohol. Cheech and Chong at least, were characters who ingested pretty much any drug, and as such my experience says these characters are not at all wholly unrealistic. I know folks like that, and if you call them losers, and I'd not quibble.

Interesting but not surprising info about Tommy Chong:

Chong has an unabashed love of marijuana, saying, "I get high constantly. If you smoke pot, eat well and work out, I guarantee you'll live forever." Chong is also a marijuana activist and is a supporter of marijuana legalization & medical use of marijuana. This may seem self-serving but he is a scientific activist (meaning he promotes the science behind the reasons for marijuana use in certain circumstances and promotes the various studies that have all shown many positive benefits of marijuana usage as a medical drug).

Anecdotal evidence may seem worthless here, yet if you've spent time around common folks who typically "merely" drink and smoke weed daily, I'm sure you would have found that weed smokers simply don't start speaking like Tommy Chong or Sean Penn's characters after indulging.

It's not really the way they talk that is important.
