Gore will run as a last resort for the DLC-DNC who desperately want to defeat Dean (to beat Bush) and were counting on Kerry. Although Kerry is no surrogate of Clinton's, he was their favorite choice. BTW, the DLC-DNC includes almost every major Democratic leader in the US and they also control 1/3 of the delegates needed to win. Since they are 90% against Dean, they can block him, but who do they block him with? Unless Clark, Gephardt or Kerry is a close second to Dean, they need Gore, the one man who actually deserves to be president, especially in the view of the Dem faithful. Gore-Clark would be a very potent ticket, and I'm sure Gore will have learned his lessons about running vs. Bush.
