Personally I'm glad for you (or anyone ) to be on the thread and discussing.
People can destroy themselves with drugs if they like. Most wont. Mostly all of my friends used marijuana and cocaine as a lark and stopped or slowed down so they could lead useful lives. If they'd been treated as criminals instead they would not have been able to lead useful lives.
The ones who actually do destroy themselves should not be bailed out with "other people's money" . So that would solve your problem.
