I dont know under which charter they work but there is a incredible number of foreign workers particularly in the Oil industry.

In recent years, immigration has accounted for more than half of Norway's population growth. According to Statistics Norway (SSB), record 61,200 immigrants arrived in the country in 2007 — 35% higher than 2006.
