2. How do we find a way to pay for it is an entirely separate question? How you pay for something this large and what the total actual costs will be are always questions that have to be dealt with before you can reasonably even try to implement some solution to answering yes to the first question, and they will in fact help determine if answering yes to the first question is reasonable.
