Development will NEVER be completed. This is not a task that one day we'll just go, "Oh, we don't have to worry about it anymore." It doesn't work that way.

Same with robotics which we discussed a month or so ago. Once you get it working then you have to continue the pace to keep the enemy from catching up and passing you.

While our missile defense technology is miles ahead of anything else going on, there will always be greater applications for it, greater demands on the system, need for improvement, etc.
