1) one denotes blocking the flash plugin which is frequently used for ads AND is a favorite of the bad guys for injecting nasties on your PC. Some websites are written for use of Flash exclusively (separate and different than using it for ads) and these tend to be major resource hogs also.

2) an adblocker attempts to block ads by certain mechanics but this does NOT mean it will do anything to/for an ad using Macromedia's Flash. To determine whether it does or not, the individual adblocking program should be inspected.

Ads are generic term and Flash is a specific program.

Hope it makes sense, if not then try the old google.
