As I see it, Intel has been riding the success of their process engineers for quite a while, but at some point that won't be enough to overcome poor CPU design. In defense of their CPU designers, many of their woes probably stem from legacy compatibility issues, which they're trying to escape by going to a totally new scheme, but I don't think they've reached the solution they need (even with, or perhaps because of, HP's help).
