It's often difficult to draw the line between what is 'internal affairs' and what is 'external' ... first you have to come to agreement on the borders of the nation-state, then you have to decide for each faction their degree of internality or externality ..... in the first decision you have to decide what weight to give to right of conquest, because that is how the great majority of the planet's surface has been apportioned to date ... in the second, you're going to find grey areas where parties can variously be seen as internal or external depending on the observer, as a direct result of the first decision, and also of the randomness of human nature ... some of this stuff is never going to be easy.
