I don't think the author of this article really understands
what is going on in the technology sector and the market
in general. Why would Cisco buy when the economy is going
into recession. With a slow down in industry they can now
use their engineers to develop/improve products instead of
laying them off...

Also, who says Cisco does not develop products, didn't
Cisco developed the GSR124xx inhouse, what about the AS5400,
what about 2600 series router, what about the 800 series routers, just to name a few...

Cisco's strategy had always been to buy a company, integrate
it into it's culture and polish/improve or develop next generation product using that technology. Cat6K, Cat5K are
some examples of this sucessful approach.
