Methinks you misunderstand "tragedy of the commons." We don't have health care as "commons" as you do. You are the one vulnerable to it.

We have a decentralized version of it in that folks with insurance over-utilize and sub-optimize. But they risk "tragedy" only within their insurance pool, which is at least somewhat subject to market correction. They don't risk the whole country.
