All CAP modems interoperate because Paradyne is the only vendor for CAP chipsets. That's why Amati is pushing for interoperability. Among other things, interoperability would give the product manufactureres a level of comfort knowing they can buy the chipsets from any of the vendors in case there is supply problems with their primary supplier etc... It just makes overall sense that they make an effort towards this, even if it isn't an immediate show stopper.

From everything I have heard, the issue with RBOCs are more in terms of well integrated (they need an end to end solution) and compact products (shelf space), low power consumption, good NMS and most importantly price/performance.
