<<But do you never ever buy?>> "It is xx% off last high" does not carry any information. You buy when your forward looking analysis tells you current stock price is substantially below "what it should be worth" some time in the future. If your analysis is sound - you make money, in the long run, if unsound - you lose. Buying on a mechanical formula is same as buying at random.
