NEW YORK (Dow Jones)--It's time for investors to get back into stocks,
although cautiously, said Francois Trahan, chief investment strategist for Bear
Stearns.

"Valuations are much more compelling," Trahan said in a CNBC interview
Tuesday. "We think the market is fairly valued."
The strategist would recommend stocks that pay a dividend because they're
less volatile. He also believes investors should rotate out of
consumer-intensive stocks and into cyclical stocks in the transportation and
media sector. He recommends United Parcel Service Inc. (UPS) and Omnicom Group
Inc. (OMC).

Investors generally get better returns in the third year of a presidential
term, Trahan said. Before elections, the president will generally cut taxes or
increase spending, boosting the market.
