Cheney, Wolfowitz and Rumsfeld were writing policy papers for "The Project for the New American Century" that included an invasion of Iraq as early as 1996, WAY before the twin towers were brought down.

This point cannot be emphasized too much. I was listening to the President deliver his SOTU address. When he started talking about Iraq and Saddam, I started to think that he might widen the war on terror to include Iraq.

It was not until after the war in Iraq began that I learned of the overwhelming predisposition in the administration to invade Iraq. They even wrote about needing a "Pearl Harbor" as a galvanizing event to justify the war in Iraq.

Well 9-11 was used as the justification, but because Saddam was not directly involved in 9-11, they instituted a program of linking Saddam to 9-11 in every speech and in every public appearance of the administration. A successful bait and switch, enabling 9-11 to become the "Pearl Harbor" for Iraq.
