you are quite right about these prices being good for buying in. however, the amount of work being let out has been slightly decreasing in the US for the last several years, due primarily to decreased regulatory budgets (fewer inspectors from the government, basically), and also because we are learning that the types of things we thought were bad (leaking underground gas tanks) aren't really so bad, and have cleaned most of them up. I believe that the industry, it clients and its government counterparts are ignoring more widespread problems.

It is all a matter of timing. I expect that the market value of environmental consultants and cleanup contractors is in a protracted low. You can get in now and probably make money but it will be an intermediate to LONG term play.
