TLC,

Well, I think that the current telecommunications taxes that we pay will be the model, and I think that the collector/administrator will become the ISPs. I think the tax will either be service based (more services, higher taxes) or just a plain old flat fee access tax. I think it will start as the flat fee, but eventually become service based. I don't think that there will be any private sector benefactors, other than the possibility of software vendors who will figure out the necessary modifications for existing accounting and billing software.
