You're probably right to expect private firms to go first.

Private companies must realize that it growing tougher and tougher to survive as the big fish are getting bigger. Partnerships are a must, except when "gotta have" technology appears (ADSL). It's also expensive for a firm to go public, so they could avoid expense. Unfortunately, the investing public won't be able to capitalize on the expansion plans in this way.

Do you see any public company candidates? Suggestion: Olicom, a Danish company who strong European contacts and some decent ATM products.

Example from PC Magazine review 4-2-96: re: PCI ATM adapters

"We saw a wide spread in performance, with the ForeRunner coming in about 5 Mbps faster than our slowest performer, from Adaptec. As we added a second client to the mix, our best performers, the Olicom and Fore Systems adapters, peaked at just below 20 Mbps, still far below what you might expect."
