What I said was that with universal health care, no one has to decide who is "deserving" and that with any other kind of system there has to some kind of judgement.

I stand by that. To support any kind of system where there is judgement of human beings "deserving" of health care is morally and aesthetically offensive to me.

It doesn't matter to me who acts as judge or jury.
