If you are referring to Buffet, then let me explain. It is not in the best interest of our democratic society for the rich to decide where their money goes. It is best for them to be taxed appropriately and then let the democracy decide where to spend the money.

The taxes on the rich are much too low. If we taxed them appropriately we could easily offer universal health care, free public education, pay down our debt and start reversing the obscene income inequality.

In sum, I don't think we should rely on the rich to decide which charities to fund, but rather have the democracy decide that.
