To this day though, has anyone found a requirement that a manual recount must be statewide?

I believe Judge Sauls mentioned something about it being a law. Gore's lawyer's countered by saying that this doesn't apply to the contest phase. Doesn't that indicate that there isn't much doubt that a recount must be statewide?
