Don't all those things have an effect on health? They don't make you fasten your seatbelts in backward Arkansas?

Can you ENCOURAGE and REWARD people for living in a more healthy manner, and their doctors for encouraging this? Can you INCENTIVIZE food producers to provide healthier food and PUNISH those that offer unhealthy food? Can you make speeding so painful when you get caught that only the truly stupid do it?

I think we CAN!..... YES WE CAN!

I recently found out that here in Utah, part of being caught for DUI for the FIRST TIME is that you have to PAY to have a device installed on your vehicle(s) that has you pass a breathalyzer before the car will start. Costs several thousand dollars. Good idea!
