I'll tell you why, it's because it's much harder to buy your way into a good state school like UT, especially considering that most of the people you would need a favor from (Admissions Directors, Deans, etc) would not likely have any great ties of loyalty to Daddy Bush. It isn't a great surprise that every time that Dubya has had to fend for himself in life, he has failed miserably.
