No, it isn't 38; as usual, you overstate the case.

But in those states where there are caps, they have begun to work. It takes time because you then have to change doctors ways of practicing medicine, which will likely require a transition period of a decade or two.

In the states where there are no caps (or where the caps are too high), they need to solve the problem. It should probably be part of the same legislation that allows medical insurance plans to cross state lines which will dramatically increase competition in all areas.
