As I recall handguns were not only regulated, but they were very severely regulated. Most people with a handgun license were permitted to go to the range, and home with their handgun, any deviation from that was considered a criminal offence. The handgun had to be in the trunk of your car in a locked case during the trip. And the police had the serial numbers..... I bought a couple of long guns from Eatons, and they took the serial numbers as a matter of course and all of my information. So anyone selling a firearm could have submitted it to the police for FREE if they had thought to ask. This whole thing could have/should have been done very inexpensively. That it has cost so much money is something the next government should investigate and rectify.

At one point in Canada any offence committed with a gun, the gun was treated as a second offense with an automatic 5 year sentence. this was far more effective than licensing long guns, and there was no concept of home imprisonment, you went to jail......
