Readers who are honest with themselves know that all monies the Federal government collects are both fungible and properly classified as a "tax" in the broadest sense of the world.

Your lawyerly parsing of elements of sophistry, notwithstanding, the cap on the income which is liable for "payroll taxes" was indeed fashioned to create a regressive tax favoring the rich.

That is the net effect, and that is the truth. Your spin is well written, but in the final analysis, it is still merely spin.
