Well, if you look at the below link (gov link for Hoover dam),
It says the project was started in mid 1931 - not when Hoover was elected to Presidency!

In other words, this is one of the many public works started by Hoover to fight deflation - Ofcourse, you can infer everyone of his public works as "pet projects".
