This in itself means nothing. Such a "concession" by Milosevic following a day long conference with Russian envoy Chernomyrdin hardly complies with NATO conditions for a cease fire. I'm sure Milosevic would like nothing better than to stop the destruction of the Serbian military by allowing a U.N. brokered "international" presence in Kosovo if, as in the past, that U.N. force is composed of troops emphatically sympathetic to the Serbs and hostile to their ethnic foes. Milosevic would like nothing better than to allow a force of say 25,000 Russians into Kosovo while he rebuilds his forces and receives resupply from Russia under the guise of resupplying their U.N. "peacekeeping" force.

Milosevic also made no mention of repatriating the Kosovars he has deported, or recompensating them for their losses once they return. There can be no permanent NATO cease fire without those two things already in place. Also missing was any mention of accountability of Milosevic and his Serb death squads for their crimes.

No, this is hardly a offer we can't refuse. It's more like one we should laugh at as we continue to dismantle Milosevic's military and government. In the end, whether or not Milosevic agrees to a legitimate peacekeeping force in Kosovo may well be a non-issue. It's approaching the point where he may not have anything to say about it, one way or another.
