Well, maybe somebody else will have a better description, here goes. A Bill Gates OS requires human intervention, it's not real-time and you have to give it commands. A real-time OS is embedded in the processor and acts like the motor center in your brain that automatically runs coordination, response to pain, autonomous functions. The Wind River product is the device that lets an engineer program the firmware for applications where there's no human required, or desired, in the loop.
It's used to program spacecraft control systems" and the electronic brains in cruise missiles as a "for instance".
Microsoft programs are huge, clumsy dinosaurs that try to do everything for everybody but use huge amounts of processing power (why INTC loves MSFT so much). WIND's stuff allows specific,elegant, FAST function for a specific application. These folks are top-notch, I just think the P/E got ahead of the growth rate.
