On any Government contract that states potentially worth $9 billion, you have to take it with a grain of salt. They try to hook contractors with Indefinite Quantity contracts that have guaranteed minimums and then usually due to budget cuts, the amount is toward the lower end of the spectrum. I've rarely seen them used to get the maximum. I'd much prefer commercial contracts than Government.knc
