Koz indeed has a chip design. Ask him who his fab is. That is the most potent question to ask. Ask him about die area. CERN labs have successfully yielded dies with dimensions over 30 mm on a side, you know. Ask point blank how the picture quality, for the same bit rate, compares to the quality of the IBM and C-Cube encoders. Then ask about working integrated systems. Tell him "Dedious LeGump" is asking.
