They didn't need much of a program. They stole from the best, us.

However, google Mordechai Vanunu. And the French extensively worked with them.

As to testing, for one, the French gave them full access to their testing. There are circumstantial reasons to believe they conducted several others, an underground test of components in the Negrev and, of course, the Vela incident to name two.
