I don't know but there must have been a lot of design information in the original patent submission. It took them a long time to frame the claims and clear the arguments through the patent office. Actually, this is not that unusual. It happened to Lemulson patents and also to the Laser patents as well. You would have to take a look at the patent filewrapper to find out what the issues were in the PTO process. :)
