Passing a bad check may net the writer hundreds or thousands of dollars. I don't think anyone is going to pay someone hundreds of dollars for a single vote so there is little financial incentive for individual voter fraud.

As I pointed out in another post, there are easier ways to rig votes. Bribe some election workers and sign and vote for a hundred voters that didn't show up, for another example.

Still, want an ID? OK. I'm going to take a pass on it because I don't think it makes a difference one way or the other. Find someone who can contribute more and you'll have a better discussion than I can offer.

Banks require ID, paying by check sometimes require ID.
