Don -

Boot-up times for OS 9 were highly dependent upon the number of extensions one elected to load. More extensions meant longer boot times. However, OS 9 by itself booted faster than OS X does.

I would also say that more recent versions of OS X have gotten faster, relative to the first version, though I don't have hard data to back that subjective observation up.
