I told this once- so what. I'll tell it again.
When I was in college I spent the weekend with a girl whose parents were German. I was taking a shower and she came running into the bathroom and hissed "Turn the water off!"

"But I just got wet."

"Right! NOw turn the water off, soap up, and then you can turn it on to rinse! My father gets really mad if we waste water."

So I did, because I was really scared of her father. I was afraid he wouldn't let me take another shower. I might have used up my allotment.
