Yes, but employment and GDP do not make an economy. It did not fully recover till 46. If you judge soley by employment and GDP then it was not till 41 or 42. Germany, France and England recovered well before they fired any bullets or dropped any bombs. Only Germany was doing any signifcant war manufacturing before the war. And even they were not at peak till well after the war started.
