As far as actual "layer-3" voice switching goes (as opposed to a simple point to point layer-2 tunnel through data network cloud) I am only aware of the Voice Networking feature on Nortel's Passport product. There are probably others. From their web site it says it supports "QSIG - ECMA on E1/DS1 NIS (North American ISDN); CAS (DTMF inband signalling and TTC-2M)" It's described as turning your data network into a virtual tandem PBX.
