It's interesting, in the Frontline piece on mercenaries, there was the inkling of the traditional Bush administration excuse regarding KBR and money:

We're totally, unequivocally but understandably incompetent.

The idea: the Bush administration thought that Iraq was going to be EASY. It thought Iraq would be a fast in and then a fast see-ya. Therefore, KBR didn't get geared up for this extended stay and the huge amount of work they received.

Therefore, KBR was overwhelmed through absolutely no fault of its own and has been scrambling to catch up with things like audits and checkbook balancing. KBR isn't criminal, it's just a bit over its head.
