Obviously depends on what exactly is reverting to the mean...

Price action = obviously not value investing (that's Technical Analysis)

Fundamentals (ROIC, margins, revenue, FCF growth, etc.) = sure this counts in value investing. David Dreman, Rich Pzena, and Bruce Greenwald all articulate as much.
