It was passed under Bush but Obama spent it. Had Bush been in control of those funds they apparently would have been spent in a more fiscally responsible way.

Not that I thought it was good at the time. I didn't, I opposed it, and I think we could have survived just fine without it. But in the end, it is clear that the Bush portion of the TARP money saved the economy from some much harder times.
