I would not equate the general keeping of the peace with receiving government assistance.

The right to private property would exist without government assistance. People might violate that right, but people do even with government polices forces (and in fact with an effective government, you also have a risk from the government itself). Your risk is mostly greater in anarchy (any but the worst of governments would probably keep your rights protected more than almost any situation of anarchy), but either way you 1 - Have the rights, and 2 - Your enjoyment of the rights is at risk.
