In fact, the government is "implicated" in everything people own. If rich people have a great deal of wealth, it is because the government furnishes a system in which they are entitled to have and to keep that wealth.

Not at all. They are entitled to have and keep that wealth whatever the government does (or even if there is no government). What government can do is use force to protect the exercise and enjoyment of that right, or they can do nothing to harm it or protect it, or the government can violate the right by seizing the wealth.
