I've got one question. How can the answers to your questions possibly alter the fact that paying people for doing nothing is bad for us? We need less of that sort of "charity," not more. Giving help on my own to folks near me whom I know, is one thing. Taking away much of my ability to do so by governmental decree, in order to give to strangers for doing nothing, is another(especially when half of the money taken from each of us stays with unproductive money shuffling B'crats).
