Paul,

New SEC rules do not yet apply to SFLX. I believe I read a story indicating that the remainder of the NASDAQ stocks would be phased into the new rules prior to the end of September.

Of course, the market makers who've been gouging individual investors still have to be dragged kicking and screaming. I suspect they'll discover that they become even wealthier when people perceive fairer treatment.
