E*Trade's OK. Flat $19.95 regardless of volume. Recently started accepting fractions down to 1/64. I think E*Trade is similar to AOL's early days: growth pains. They are consistently improving however.

PS. Never chase hyped pennies, especially after a few days run. Sell strength and buy weakness.
