I always thought of Brookings as being a fairly sensible place, though I only access its foreign policy and defense stuff and generally ignore the rest.

I made a lot of trips to their bookstore during my career. They've done excellent work on making government work, which is the only area with which I am familiar enough to comment. I found their products technocratic in approach and very smart. There are several still in my library. I don't see how anyone could call Brookings liberal unless one is so far right he thinks enabling government to actually function is liberal.
